California Vehicle Code 26708 sets a 70 percent VLT minimum on front side windows for passenger vehicles. That means at least 70 percent of visible light has to pass through the glass and film combined. Most factory glass already removes 8–12 percent, so you cannot stack a "70%" film on a tinted-from-factory pane and stay legal.
We measure your factory glass with a meter before quoting front sides. If your stock glass reads 78 percent, an 88-percent ceramic film lands you at a legal 78 x 0.88 = 68 percent — too dark. We will use a 90 or 92 percent ceramic in that case. This is the part most chain shops skip, and it is why a "legal" tint ticket is the most common Burbank fix-it citation.
